Tallute of Thermo-1,ag 330 Fire Darrier System to Maintain Cabling in Wide cable Trays and small Condulta Free f r om Fite Damage"

Subject:

Docket No. 50-402: Response to HRC Bulletin 92-01 Gentlernen The purpose of-this letter 1s-to transmit Wolf Creek Huclear Operating Corpor a tion's - (WCHOC) response to the Peference. The Feference taquired licensees to _ determine if Therino-Lag 330 fire barriers are installed in

~its facility, and to state whether it has taken actions to ensure or testore fire bartiet operability.

WCHOC'has identified the areas at Wolf Creek Generating Station (WCGS) in . which Thermo-Lag 330 fir e .bart iet s have-been installed. A detailed evaluation to determine those Thermo-Lag fire barriers that are within the scope of the Befetence is being conducted. Thermo4ag fita bartiers inside the containment Building have - been evaluated, and one fire barrier within-the_ scope of the Reference was identified. This fire

- ba t rier. was' designed to -provide -a three hour -fire wrap to -the pressurizer level transmitter. WCNoC implemented precautionary ineasures including. verifying. ionization de ection operability,. placing fire suppression equiprnant at the containmant tu.11 ding access,-and informing Fire Bri9 ade personnel' of the measures taken regarding this fire

-barrier.. .An engineering evaluation has determined that the original three - hour fire wrap design was overly conservative and could be downgraded to a radiant energy shield to rneet Appendix R requirements.

This ' Thermo-Lag fire barrier is considered capable of providing a radiant energy shicid, Outside - of . the - Containment' Building - as a conservstive - rneasure, the

- Thermo4ag fire _ bar riers huve been declared inoperable. In accordance with administ rative - procedure ADM 13-100, - "ri r e Protection Manual",

o m.censatcry measures in the form of fire watches have been esthblished.

An evaluation - of the ' Thermo-Lag - fite barriers is- being performed to m -identify those -barriets- within the scope of the Reference. -Upon

1. complerton of this evaluation, WCHOC will deterinine if the cornpensatory l- measures can be reduced to enmpensate for only those fire barriers l within the scope of the Reference.

WM 92-0126 Page 2 of 2 Approptiate actions to restore fire bar:1et operability are being developed through an induatty p r og r arn being coordinated by flucleat Management atid Pescutcea Council ( flUMAP.C ) . This program will include e s t abli s hment of a test drs t aba s e , devel opinent of guldence for applicability of tests, de veloptnent of genetic installation quidance, and consideration and cootdination of additional testing ,s appropriate.

It is WCfJOC's irit ent to apply the results of these eficits, when completed, to the The rrio- ha g fire battiets within the scope of the Reference.
