DPR-42 50-306 DPR-60 License Amendment Request dated January 18, 1985 Cooling Water Header Operability Attached are three originals and 37 conformed copies of a request for an exigent change to Technical Specifications, Appendix A, of Operating License DPR-42 and DPR-60. An exigent condition exists, per 10 CFR Part 50, Section 50.91(a)(6). Conditions requiring this amendment will not allow adequate time for the Commission to publish a Federal Register notice allowing 30 days for public comment.
A loose part is located in Loop A of the Cooling Water System on the inlet side of the #11 and #12 cooling water strainers. The existence of this part has been known for several months and removal was scheduled for the current Unit i refueling shutdown because this period offers optimum plant conditions for removal of the part due to Unit i being in a refueling shut-down and the low winter cooling loads. The removal effort requires isola-tion of #11 and #12 cooling water pumps and associated discharge piping up to and including the #11 and #12 cooling water ctrainers. This in effect removes cooling water loop A from service for the duration of the work.
Technical Specification Section 3.3.D.2.c allows one of the two required cooling water headers to be out of service for a period not to exceed 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />. Only recently (January 14, 1985), during the detailed planning of the removal effort, was it realized that the removal of the loose part would require cooling water loop A to be out of service in excess of 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> and that TS.3.3.D.2.c would present a problem. Completion of the loose part removal under the existing Technical Specification requirements would require the shutdown of Unit 2 af ter 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

Implementation of this amendment would allow removal of the subject loose part without requiring the shutdown of both units.
Failure to process this change in an exigent manner will result in a delay in removal of the part, shutdown of Unit 2 coincident with the scheduled Unit i shutdown, or an extension of the present Unit 1 shutdown. Delaying removal of the loose part beyond the present outage could result in the part being removed under less desirable plant conditions and would require additional operation of cooling water Loop A with the loose part, both of which are undesirable. We believe this amendment should be processed in an exigent manner to avoid a coincident shutdown of both units or an extension of the Unit 1 shutdown.
In accordance with 10 CFR Part 170, a check in the amount of $150.00 is attached.
Exhibit A describes the proposed change, reason for change and significant hazards evaluation. Exhibit B contains the revised Technical Specification page.
