closure of check valves. The subject valves are located in the instrument air system and provide a backup nitrogen supply to the pressurizer PORVs. -

Details are provided in a revised relief request QlP19-RV-3, which. is - -;

enclosed.

Relief request QlP19-RV-3 was first submitted .to the NRC by letter dated July 26, 1991. As a result'of comments received'from the.NRC at-a meeting on December 16, 1991, this relief us re-sub.ni?ted to the NRC on -

December 30, 1991. Following further evaluation by Southern Nuclear Operating-Company (SNC), the. request- for relief:has;been revised to provide for valve disassembly at each refueling on;a staggered t_est. basis in~ lieu -

of reverse-flow closure verification. : Valve disassemOy was- determined:to be the only viable and complete method. for ensuring proper ASME Code -..

testir9 on the subject l valves. :The ; basis for this- request -for:reliefe is :

identical- to a_ Unit 2 relief request Q2P19-RV-3 which was. submitted to the NRC on December 30, 1991. This request:for: relief received interim approval by NRC . letter. dated February -14,1992.

Basis for Rollef: There are no system design provisions for vertlicatior, of reverse now closure and :

testing wBl require isolation and venting of the Instrumer:t air header. Instrurnent air supplies a number of componerts inside containment which are necessary for.-

normal operation! , Testing during nonnal operation or at cold shutdown would deprive these components of their normal av supply, and since the system has noi reserve air storage capacity, could result in operating transients or component faBures. ' Loss or instrument alt during normal cperation could result in a forced plant shutdown.'
