EMERGENCY PLAN - REQUEST FOR EXTENSION OF IMPLEMENTATION DATE -

MEMPHIS STATE UNIVERSITY (DOCKET 50-538)

In accordance with your letter of November 7,1984, the staff of the Center )

for Nuclear Studies at Memphis State University (MSU) has began preparation I of Implementation Procedures to implement the upgraded Memphis State University AGN-201 Reactor Facility Emergency Plan (Revised August 1,1984) . l Full implementation of this plan is scheduled to be accomplished prior to March 1, 1985.

l Based upon a decision by Memphis State University to terminate the Center for Nuclear Studies on December 31, 1984, and to complete all prior training comitments by March 31, 1985, the following alternatives for disposition of the AGN-201 Reactor Facility are being considered: (a) reorganization j of administrative controls for the facility with responsibility for operation and maintenance assigned to the Physics Department under the Vice President for Academic Affairs or, (b) removal and on-site storage of the fuel with a change in facility status to " possession but not operate" until adequate funding can be obtained to restore the facility and support future operations or, (c) removal of raioactive components and dismantling the facility under a decomissioning order and request for termination of Operating License No. R-127. The request for license amendment or decomissioning order, as appropriate, will be prepared pursuant to existing federal regulation and submitted to the U. S. Nuclear Regulatory Comission as soon as practicable following the assessment of alternative and final decision by senior MSU l officials. It is expected that this decision will be rendered by March 1,1985.

.necessary and are contingent upon which alternative the University chooses for.the future of the reactor facility. For this reason. it is requested .

that the time permitted for accomplishment of full implementation of the upgraded plan be extended for an additional 120 days from March 1, 1985.

.If you have any questions, please contact.Mr. R. L. Dietz, the MSU Reactor Supervisor, at (901) 454-2687. Mr. Dietz has previously discussed this matter with Ms. Angela Chu of your staff and will inform Ms. Chu of the University's plans as soon as they become known.
