Peach Bottom Atomic Power Station, Units 2 and 3 Safety Limit Minimum Critical Power Ratio
Dear Sir:
In the course of calculating a cycle-specific Safety Limit Minimum Critical Power Ratio (3LMCPR), it was determined that the GESTAR ll (i.e., NEDE-24011-P-A-11, GESTAR ll: General Einctric Standard Application for Reactor Fuel, November 17,1995) generic calculated SLMCPR may be non-conservative when applied to some actual core and fuel designs. The NRC (Office of Nuclear Reactor Regulation, Reactor Systems Branch) was informed of this condition by General Electric (GE) on March 27,1996.
PECO Energy was notified by GE via letter dated April 18,1996 of the preliminary, unverified results of the recalculation of the SLMCPR for Peach Bottom Atomic Power Station (PBAPS).
This recalculation indicated that the licensed SLMCPR (i.e.,1.07) for PBAPS Unit 2 was conservative and did not need to be changed. However, the recalculation indicated that the licensed SLMCPR (i.e.,1.07) for PBAPS Unit 3 should be increased to 1.08. Upon receipt of this information, written directions were issued to PBAPS on April 10,1996 to increase the MCPR operating limits and other appropriate operating parameters in the process computer databank for PBAPS Unit 3, by 0.01, in accordance with the above mentioned SLMCPR recalculation results. PBAPS confirmed on April 18,1996 that the MCPR operating limits and other appropriate operating parameters had been increased as directed.
Based on plant operational data, no instance of operation above the recalculated MCPR operating limit was identified for the current operating cycle for PBAPS Unit 3; therefore, this issue was not considered to be reportable.
l The revised GE Supplemental Reload Licensing Report for PBAPS Unit 3 incorporating the l
revised SLMCPR of 1.08 was received by PECO Energy on June 24,1996. PECO Energy is in
' the process of revising the Core Operating Umits Report (COLR) and will submit a Technical Specifications Change Request for PBAPS Unit 3 to incorporate the new SLMCPR value.
