l In the course of calculating a cycle-specific Safety Umit Minimum Critical Power Ratio l
(SLMCPR), it was determined that the GESTAR 11 (i.e., NEDE-24011-P A-11, GESTAR 11: General Electric Standard Application for Reactor Fuel, November 17,1995) generic calculated SLMCPR may be non-conservative when applied to some actual core and fuel designs. The NRC (Office of Nuclear Reactor Regulation, Reactor Systems Branch) was informed of this condition by General Electric (GE) on March 27,1996.
j PECO Energy was notified by GE via a telephone conversation on April 16,1996 of the.
preliminary, unverified results of the recalculation of the SLMCPR for Umerick Generating Station (LGS). As a precautionary measure, written directions were issued to LGS on April 17,1996 to increase the MCPR operating limits and other appropriate operating parameters in the LGS Units 1 and 2 process computer databanks by 0.02 and 0.03, respectively. The MCPR operating limit for Unit 1 was increased from 1.09 to 1.11, and for Unit 2 the limit was increased from 1.07 to 1.10 in accordance with the above mentioned SLMCPR recalculation results. LGS confirmed on April 17,1996 that the MCPR operating limits and other appropriate operating parameters had been increased as directed.
PECO Energy was notified in writing via a GE letter dated April 18,1996 of the recalculat!on of the SLMCPR for LGS. This letter confirmed the preliminary change to the LGS Unit 2 SLMCPR discussed above but indicated that the SLMCPR change for LGS Unit 1 had not yet been determined. A May 21,1996 letter from GE to PECO Energy verified that the original LGS Unit 1 SLMCPR value of 1.09 is acceptable.
Based on a review by Reactor Engineering at LGS, no instance of operation above the recalculated MCPR operating limit was identified for the current operating cycle for LGS Unit 2; therefore, this issue was not considered to be reportable.

The revised GE Supplemental Reload Licensing Report for LGS Unit 2 incorporating the revised i
SLMCPR of 1.10 was received by PECO Energy on June 24,1996. PECO Energy is in the process of revising the Core Operating Limits Report (COLR) and will submit a Technical Specifications Change Request for LGS Unit 2 to incorporate the new SLMCPR value.
