It is hereby requested that license R-95 for the operation of the Rhode Island Nuclear Science Center reactor be amended.
Specifically, it is requested that section K.3.e.(3)(a) on page 27 of the technical specifi-cations be amended to read:
(3) Principal Nuclear Characteristics of the Core (a) Core and Control System Reactivity Worth 1.
The reactor can be made suberitical using control blades by at least 1% Ak/k from the cold, Xe free, critical condition with the most reactive blade and the servo regulating element fully withdrawn.

The maximum worth of the servo regulating element shall be o.7% Ak/k.
Justification The existing technical specification is actually a design specifica-tion. This amendment request will change the " design" specification to a " performance" specification which assures that the reactor caa be shut down from any operating condition and will remain shut down after cooldown and xenon decay, even if the highest worth control element should be in the fully withdrawn position.
All other core and reactivity specifications will remain unchanged.
