March 14,1985 Docket No. 50-423 F0694A Dr. Thomas E. Murley Regional Administrator Region I U. S. Nuclear Regulatory Commission 631 Park Avenue King of Prussia, PA 19406

Reference:

(1) W. G. Counsil letter to T. E. Murley, F0669A, dated February 8,1985.

Dear Dr. Murley:

Millstone Nuclear Power Station, Unit No. 3 Reporting of Potential Significant Deficiencies in Design and Construction:

Parker Hannifin Stainless Steel Fittings (SD-68)

In a January 9,1985 telephone conversation between your Mr. T. Rebelowski and our Mr. L. 3. Chiarizia, Northeast Nuclear Energy Company (NNECO) reported a potential significant deficiency in the construction of Millstone Unit No. 3 as required by 10CFR50.55(e). The potential significant deficiency involves Parker Hannifin Corporation stainless steel fittings. Parker Hannifin informed our architect-engineer, Stone & Webster Engineering Corporation, of possible material problems which could lead to cracks in their stainless steel fittings.

Parker Hannifin identified that 341 of these fittings were supplied for use on Millstone Unit No. 3. Of these 341 fittings,324 have been located. ' None of the 324 fittings were ever installed on Millstone Unit No. 3. Parker Hannifin is in the process of investigating the material problems with these fittings.

The~ remaining 17 fittings have not been located. Stone & Webster is in the process of verifying that none of these fittings have been installed in safety-related tubing at Millstone Unit No. 3.
