On May 15, 1984, I sent Mr. Felton the enclosed Fr eedom of Information Act Request.

I have as yet received no response, although well more than ten days have passed.

I therefore construe the NRC's failure to respond as a denial.

This letter constitutes my appeal of that denial pursuant to 10 CFR 9.11.

Since I can conceive of no lawful ground for denying this r equest, I urge you to expedite a full response.
