ULHRC-1018 DOCKET llUMBER 50-483 CALLAWAY PLAllT, UllIT 1 REVISI0li TO TECHNICAL SPECIFICATI0ll FIGURES 6.2-1 AHD 6.2-2 Reforonoo ULHRC-941 dated October 8, 1984 Union Electric Company is transmitting three (3) original and forty (40) conformed copies of an application for Amendment to Facility Operating Licenso !!o. NPF-30 for the Callaway Plant, Unit 1.
This application requests that the Callaway Technical Specifications, Appendix A to the Operating License, be revised to include modified organizational charts in the Administrative Technical Specifications.
The modifications eliminato unrequired detail and provide o'aphasis on generio Union Electric functions that support the Administrative Technical Specifications and are consistent with the guidelines given in HURE0 0731.
This amendment request does not represent reductions in organizational commitments or a reduction in the detail described in the charts and text of the Callaway Final Safety Analysis Report.
Since they do not refloot additional organizational changes from thoso submitted in the referenced lotter of October 8, 1984, this amendment request involves no implomontation other than incorporation into a Technical Specification revision. to this letter describes the onolosures transmitted herewith.
Enclosed is a check for the $150.00 application foo as requested by 10CFR170.21.

Enclosuro A UttlRC-1018 Safety Evaluation This amendment request revises Techr.ical Specification Figures 6.2-1 and 6.2-2.
The proposed change reduces the detail in the Figures and results in more generic Technical Specification organizational charts, without reducing commitments and without conflict to the organization as described in Technical Specification Section 6.0.
This request to reduce the amount of detail in the organizational charts does not represent a change in reporting relationships; a change in responsibilities; or a change in commitments.
Positions deleted from Technical Specification charts remain described in the Figures and content of Chapter 13 of the Final Safety Analysis Report.
Pursuant to the information above, the proposed revisions of Technical Specification Figures 6.2-1 and 6.2-2 do not adversely affect or endanger the health or safety of the general public, and do not involve an unreviewed safety question.

' Significant Hazards Consideration This amendment request reduces the detail in Technical Specification Figures 6.2-1 and 6.2-2 to produce more generic Technical Specification organizational figures, without reducing commitments and without conflict to the organizational description in Section 6.0 of the Tech. Specs.
The revised charts do not represent a change in reporting relationships; a change in responsibilities; or a change in commitments.
The organization remains essentially as previously submitted and approved.
The Commission has provided guidance concerning the application of the standards in 10 CFR 50 92 by providing certain examples (48 FR 14870).
One of the examples of actions involving no significant hazards consideration relates to a purely administrative change to Technical Specifications.
This amendment request does not involve a significant increase in the probability or consequence of an accident or other adverse condition over previous evaluations; or create the possibility of a new or different kind of accident or condition over previous evaluations; or involve a significant reduction in a margin of safety.
Based on this information, the requested license amendment does not present a significant hazard.
