Gary R. Leidich, being duly sworn, deposes and says as follows:

1. My name is Gary R. Leidich. I am employed by the Cleveland Electric Illuminating Company as the General Su-pervising Engineer, Nuclear Construction Engineering Section.

1 My business address is 10 Center Road, Perry, Ohio 44081. I have responsibility for all engineering activities to support construction at the Perry Nuclear Power Plant, including the engineering activities to support construction of the reactor coolant water level measurement system. A summary of my pro-fessional qualifications and experience is attached hereto as l

exhibit "A." I have personal knowledge of the matters set forth herein and believe them to be true and correct.

2. The affidavits of Charles B. Johnson and Frank R.

Stead describe three recommendations for changing the design and construction of the water level measurement systems at PNPP, to minimize the effects which drywell overheating has on 4

the accuracy of the water level measurement systems. In re-i sponse. to these recommendations, PNPP's water level measurement system has been changed in the following ways. First, the ref-erence legs inside the drywell have vertical drops, from the condensing chambers to the drywell penetrations, between one and two feet in all cases but one, which is two feet three inches. Second, the flow limiting orifices in the reference legs have been moved from their former locations near the reac-tor vessel penetrations, to points in the reference legs which are between two feet nine inches and five feet ten inches from the drywell penetrations. The changes in the reference legs y have also resulted in the difference in vertical drops between associated variable and reference legs being between one inch and two feet two inches.

- Master of Science Degree in Engineering Sciences, University of Toledo, 1974 EXPERIENCE:

1974-Present - The Cleveland Electric Illuminating Company Joined CEI in 1974 as an Associate Engineer in various fossil plant electrical engineering responsibilities in Plant and Substation Engineering Department. Responsible Engineer for I precipitator retrofit.

! In 1975, was assigned to-the Perry Project and was Responsible Engineer for procurement of plant j electrical equipment. Also responsible for Perry electrical system design calculations, voltage and short circuit studies and transmission system interface criteria.

In 1978, served as Lead Electrical Engineer and was responsible for supervision of personnel involved in all electrical engineering aspects.

In 1980, was Senior Engineer on assignment as Supervisor of Construction Quality Engineering.

Responsibilities included supervision of personnel

involved in monitoring contractors' QA/QC performance during construction.

. In 1982, was Senior Engineer in Nuclear Construction Engineering Section. Re:ponsibilities

included supervision of engineering personnel, providing construction support for electrical, civil, structural and chemical disciplines. Was also responsible for cost and schedule control of j all primary engineering consultants.

In 1984, was named to present position of General Supervising Engineer, Nuclear Construction Engineering Section and responsible for the on-site engineering to support the construction program for the Perry Plant.
