Dear Mr. Martin:
We are in receipt of your letter dated December 12, 1984, which makes two observations on the overall process of assessing Public Service Company of Colorado management controls for its nuclear activities.
Regarding the first observation, we will prepare an action plan for addressing the recommendation of the consultant's report on the independent assessment of management controls for the generation and maintenance of the Fort St. Vrain Nuclear Generating Station.
This plan will be completed 30 days after the receipt by Public Service Company of this assessment report with the understanding that complex or broad scope issues might require study beyond the 30-day period and that you would entertain extension for such study for good cause.
If some of the Ipcomendations don't require review and can be implemented prior to completion of the plan, we will do so.
The action plan will be delivered to you when it is completed.
Regarding the second observation, it is also our understanding that both NRC and PSC will receive copies of the independent assessment documentation simultaneously.
