Louisiana' Power & Light Company Letter W3F84-0057 of April 25, 1984 to E.H. Johnson from R.S. Leddick

Dear Mr. Johnson:

This letter provides Louisiana Power & Light Company's understanding of commitments resulting from the subject inspection exit meeting held May 11, 1984.

1. LP&L will provide a note in procedures EP-1-010, EP-1-020 EP-1-030, and EP-1-040 to clarify the responsibilities and authorities of the Shift Supervisor when filling the role of the Emergency Coordinator. Attachment 1 provides a copy of the note that will appear in EP-1-040, General Emergencies.

A similar note will be provided for each of the other proce-dures. The Emergency Plan, section 5.1.2.2 a, page 5-7, will be revised, during the next Plan revision, to reflect this clarification. We understand that these changes will resolve this issue. The procedure changes will be completed by May 30, 1984.

8. Inspection item 8308-09 is closed based on the following commitments:
a. LP&L will develop a new training course, GE-GT-007, for non-essential personnel who work on-site outside the protected area (excluding parking lots) and do not require GE-GT-001 training. Attachment 2 contains a draf t of the GE-GT-007 program.
b. GE-GT-007 training will be completed for LP&L employees by fuel load.
c. GE-GT-007 training will be cor.pleted for non-LP&L employees before exceeding 5 percent power.
d. The following organizations will be trained / retrained by July 30, 1984 or prior to exceeding 5 percent power, whichever is first:
1. St. Charles Parish EOC staff
2. St. John the Baptist Parish EOC staff
3. LNED staff
4. LOEP staff
5. Hahnville Volunteer Fire Department
6. Waterford 1 & 2 personnel
7. Little Gypsy personnel
9. Inspection item 8308-10 is closed.

10. Inspection items 8308-118 and 8308-120 are closed based on our response provided in the reference letter. Final checklists for these walkdowns will be provided to the NRC for information by May 28, 1984.
11. Inspection item 8402-02 is closed.
12. Inspection item 8308-114 is closed.

13. Inspection item 8308-115 is closed based on our response provided in the reference letter. A copy of the distribution list for transient information is to be provided to NRC for information by May 18, 1984. This list will be included in the next revision of the Emergency Plan.
14. Inspection item 8308-116 is closed. Following final installation of the primary Alert / Notification System a test of the system will be performed. A copy of the test report will be submitted to the NRC prior to exceeding 5 percent power. This is not a new commitment.
15. Inspection item 8308-32 is closed.
16. Inspection item 8308-49 is closed.
17. Inspection item 8308-50 is closed based on our response provided in the reference letter.
18. Inspection items 8308-38, 8308-39, 8308-42, 8308-46, 8308-55 and 8308-107 are closed based on our responses provided in the reference letter.
19. Inspection items 8402-03, 8402-04, 8402-05, 8402-06 and 8402-07 are open. These items are due for completion in the future and were not reviewed by the NRC inspectors.

NOTE If a General Emergency has been declared and.in the opinion of the SS/EC, contacting the Duty Plant Manager will prevent completing the off-site notifications within the 15 minutes required by regulation, the SS/EC shall direct the Emergency Communicator to begin off-site notifications (5.5).

  • E31ERGENCY P!,AN In case of an actual or potential nuclear accittent or toxic chemical emergency, the Waterford 3 Emergency plan, or E-Plan, win take effect. It is designed to protect our personnel and the general pubhe, and to prevent or minimize damage to the plant.

Under the emergency plan, personnel are classified as " essential" or

" nonessential." Essential personnel are those who have specific duties assigned in case of an emergency. They an trained in these duties and go through regular drius to practice them. An other personnel are nonessential.

There are four categories of emergency. In increasing crder of seriousness, they are:

o Unusual event .

o Alert .

o Site area emergency o General emergency An unusual event is relatively minors it ususuy indicates a potential threat to plant safety. A general emergency is the most serious and usually involvee the possibility of a large release of radioactive material to the environment. If any of these emergencies is declared an announcement win.be made over the pubuc-address system. Follow the directions that- are ' given.) In general. .
