10CFR Part 21 Defect in PRC 84-42 Topaz Inverter Low Voltare Shutoff at Clinton Power Station (21 d4-13)

Dear Mr. Koppler:

In Illinois Power Company's letter to Mr. Frank Jablonski, NRC Region III, (Ref. U-10024, 1606-L, dated January 17, 1983),

Illinois Power agreed to notify Region III of those 10CFR Part 21 defects that affect Clinton Power Station and that were previously reported to the Commission by vendors or contractorn.

In accordance with that agreement, the following information is submitted:

On October 6, 1984, Dr. G. G. Sherwood, Manager of Safety and Licensing Operations, General Electric Compan;', informed the Nuclear Regulatory Commission of a potential defect affecting the Clinton Power Station.

The defect has been identified as an error in adjustment of the low voltage shut-off and turn-on for G.E. dedicated Class 1E inverters (G.E. Drawing 18C4723).

The necessary corrective action and the power plants that have received these inverters have boon identified by General Electric. .

Mr. James G. Keppler January 2, 1985 General Electric is initiating a Field Disposition Instruction (FDI) for implementing corrective action.

Illinois Power is also conducting an evaluation of the reported condition and will assure that adequate corrective action is taken to resolve the problem.
