Dear Mr. Collins:

This letter provides Louisiana Power & Light Company's response to the Emergency Preparedness Inspection Report in Reference 1.

Our response to the Notice of Deviation that was transmitted with the report is addressed under separate cover in Reference 3.

The letter was inadvertently trans--

mitted undated. The date,of the letter in Reference 3 (attached) is July 5, 1984. Applicable item numbers from the Emergency Preparedness Inspection Report and our responses are listed below.

We concur with the report in those areas for which a response is not given.

Inspection Report Item 9 - Communications:

(Closed) Open Item (382/8308-62):

In a letter dated April 25, 1984, the applicant stated that tests of noise levels and paging system audibility would be performed after the plant goes to 5 percent power operation. Any problems identified during these tests will be resolved.

The applicant further stated that the schedule for completing the above was August 1, 1984.

The applicant's response appeared adequate.

Tests of noise levels and paging system audibility will be performed, and problems identified will be resolved, prior to exceeding 5 percent power. The schedule for completing the above is prior to exceeding 5 percent power.

Inspection Report Item 9 - Communications:

(Closed) Open Item (382/8308-97):

Ebasco Services, Inc. performed an adequacy survey of the station public address system on December 16, 17, and 18, 1983. The sound survey records were reviewed by the NRC inspector. A portion of the survey records involved outside areas (owner-controlled area) where numerous contractor trailers were located (trailer city). According to the applicant's associate engineer, Ebasco personnel were staticned in the trailers to determine areas where sound levels were inaudible. Actual decibel readings were also taken. As necessary, volume levels were adjusted and/or speakers installed to eliminate all sound " dead spots." The NRC resident inspectors who reside in " trailer city" indicated the sound levels were audible in their trailer.

According to the associate engineer, unless indicated on the sound survey record (six locations were listed as inaudible on the Ebasco survey), the test sound reading (in decibels) was audible to the surveyor while standing within 10-15 feet of the speaker. A sound level of 5-10 decibels above the noise level was usually achieved.

Areas where no test had been performed by Ebasco were evaluated by LP&L and in most cases found acceptable. However, 14 locations were identified as inaudible and will have to be corrected. The associate

. engineer stated that design change notifications had been initiated to provide adequate warning in these areas; e.g., use of flashing strobe lights.

The applicant's response appeared adequate.

LP&L Response:

The second and third paragraphs in item 382/8308-97 above should refer to item 382/8308-62. The 14 locations identified as inaudible were identified as such for plant operating conditions (high-noise areas) not current ambient noise levels. Inspection Report Item 11 - Training:

(Closed) Open Item (382/8308-09): The NRC inspector reviewed Section 8.0 of the emergency plan and the applicant's response to the NRC emergency preparedness follow-up inspection dated April 25, 1984. The applicant stated that emergency plan training for onsite people, as appropriate, and offsite personnel, as delineated in Section 8 of the emergency plan, would be completed by April 30, 1984.

On May 8, 1984, the NRC inspector reviewed Section 8.1 and determined that all personnel at the Waterford 3 Steam Electric Station (W3SES) shall take part in a formal training program under the direction of the manager-plant training. Further, Section 8.1.1.1 stated that all personnel on the W3SES site who require unescorted access shall attend the general employee training indoctrination course upon arrival onsite and at least annually thereafter. The NRC inspector determined by interviews with station training personnel that all onsite persons (W3SES and contractor) have not been trained as stated in Section 8.1.1.1.

It was further determined by interviews with station personnel that training had not been completed for all personnel at I!aterford I and 2, and the Little Gypsy plant.

To resolve this item, the applicant has committed to complete all onsite personnel training in emergency preparedness prior to fuel load and all offsite personnel training by July 30, 1984.

LP&L Response:

Onsite personnel training will be completed for-LP&L employees by fuel load. Onsite personnel training will be completed for non-LP&L employees prior to exceeding 5 percent power. This commitment is documented in Reference 2.

Inspection Report Item 12 - Public Information:

(Closed) Open Item (382/8308-114): The applicant committed to have distribution of the public information brochures by May 4, 1984. The NRC inspector determined through discussions with public information representative that the brochures should have been mailed May 9, 1984.

The actual date the brochures were mailed was May 10, 1984. The applicant had prepared to mail 25,807 brochures to public within the 10-mile emergency planning zone.

The applicant had made provisions for new accounts to receive a brochure upon application *or new utility service at either of their three business offices. The NRC inspector asked if persons going to the Gretna office for service would receive a brochure. The representative said that the Gretna office would be included in the-distribution plan.

The' applicant's response appeared adequate.

The process for handling people moving into the area has been modified. The Accounting Department will provide a monthly list of new accounts in the 10-mile emergency planning zone to the Emergency Planning Department, who will then make the distribution. The method described at the time of the inspection could potentially miss individuals transferring within a service area.
