Enclosed is Revision 30 to Issue 4 of the Beaver Valley Power Station (BVPS)
Physical Security Plan (PSP) (Base Plan). These changes are being submitted utilizing the criteria described in NRC Generic Letter 95-08. Revision 30 changes include the following:
1.
Clarification in Chapter 3 that the Vehicle Barrier System (VBS) " Cable Crash Beams" are Active Baniers rather than Passive Barriers.
2.
Conection of a typographical error in Chapter 4 related to Prote:ted Area external storage of materials. Materials are p_ot to be stored adjacent to unhardened Vital o
Areas.

3.
Deletion of a setpoint alarm criterion for E-Field systems regarding the Vital Area Perimeter Intmsion Detection Systems. Systems used for BVPS Vital Areas were installed in accordance with NUREG-0320, but are not of the E-Field type.
4.
Reiteration in Chapter 5, Vital Area Perimeters, of the Protected Area Perimeter policy on misplaced badges.
5.
Update of the Central Communications System components and layout to show additional fiber-optic and wire line tnmks which were provided for the intra-company telephone system.
6.
Revision of the site layout map for the installed Vehicle Barrier System to indicate enhancements made as a result of an internal audit.

Correction to the Figure 5-2 legend block to indicate that the gray-shaded areas of the figure represent the Vital Area.
These changes have been reviewed and judged not to decrease the safeguards effectiveness of the BVPS Physical Security Plan. Accordingly, this revision is being submitted in accordance with 10 CFR 50.54(p)(2).
The enclosed materials are considered proprietary under the provision of 10 CFR 2.790(d), and Safeguards Information under the provisions of 10 CFR 73.21, and are thereby exempt from public disclosure.
