MARCH 8, 1984 BOARD MEMORANDUM REGARDING SCHEDULE AND POLICY OF THE OFFICE OF INVESTIGATIONS L

Dear Administrative Judges:

Based on information available to date, it is the Office of Investigation's (01) Sest judgment that the issues addressed in 01 Comanche Peak pending investi-gations do represent two or more discrete subjects.

01 anticipates completing some of these. investigations over the next few months.

Based on the 01 case inventory as of March 16, 1984, the last case should be ccmpleted no later than fall 1984 A complicating factor however, is an expand-ing 01: Region IV docket of which several non-Comanche Peak cases appear to be on

'the critical rath to ' licensing of another facility.

01's policy regarding the release of its reports to Licensing Boards is quite 1

simple.

01 reviews a completed report and makes deletions which are necessary to protect the identity of confidential sources.

Deletions are also made when unwarranted invasions of personal privacy are identified.

A full and redacted

. version of the 01 report are then forwarded to OELD.

OELD arranges for a pro-

prietary review of the report and the. forwards versions of th! report to the appropriate Licensing Board through the Hearing Division of DELD.

Because of Ol's scarce resources, we are unable to provide affidavits which provide a detailed basis for 01 deletions.

We will, upon request, provide an 01 representative in an ex parte in camera session to discuss the deletions made to the report.

Sincerely submitted,
