EMERGENCY PLAN IMPLEMENTING PROCEDURES NNSR Revision 16 EMERGENCY OPERATIONS FACILITY (EOF) ACTIVATION May 31,1996 Q) f l.0 PURPOSE 1.1 The purpose of this procedure is to provide instructions for the activation of the Emergency Operations Facility (EOF). The EOF is activated upon declaration of a SITE EMERGENCY, GENERAL l

EMERGENCY, or at any other time deemed necessary.

j 1.2 Attachment I outlines the operation of the EOF ventilation system, discusses the electric power supply to the EOF and describes the EOF annunciator panel.

1.3 outlines the operation of the dose projection programs.

1.4 outlines the use of the Site Boundary Control Center radiation monitors.

2.0 ACTIVATION OF THE EMERGENCY OPERATIONS FACILITY NOTE:

Anyfully qualified Duty and Call Superintendent (DCS) may assume the duties of the acting Emergency Support Manager untilrelieved. This allowsfor the designatedSite Manager to stay in the TSC.

2.1 The activatwn of the EOF is the responsibility of the facility manager (the Site Manager, acting Emergency Support Manager, or the Emergency Support Manager).

NOTE:

Thefirst DTA to arrive should commence completion ofchecklist EPIP 4.3a as part ofhis initial actionfou nd in the EOF Guliebook, EOF 1.1.

D[b 2.2 The facility marager should assure the completion of EPIP 4.3a, " EOF Activation Checklist."

2.3 The facility manager should assure the health physics area has been, or is being activated, in accordance with EPIP 7.2.1, " Activation of the Health Physics Facility at the Site Boundary Control Center."

2.4 Once the facility is sufficiently staffed, the facility manager should assume responsibility for off-site communications, radiological dose assessment, and off-site protective action recommendations.

2.4.1 Follow the guidance in EPIP 4.3a, " EOF Activation Checklist" to make announcements within the facility and to other emergency facilities that the EOF is activated.

2.4.2 Minimum stalling includes:

3.0 ACTIVATION OF THE DOSE PROJECTION / PAR ARE A 3.1 Activation of the EOF's dose projection area is the responsibility of the RadCon Waste Manager or Assistant RadCon Waste Manager.

3.1.1 Check the availability of the computer dose projection program on the LAN. If not available, obtain the floppy diskette from the EOF supply cabinet. Windows is loaded on the dose projection PC in the EOF.

3.1.2 Check the availability of data from the PPCS.

3.2 Communicate with the Chemistry Director in the TSC to determine if dose projections have been made, and if so, discuss what information was used for the latest dose projection (s).

3.3 Reference the EOF Guidebook, EOF 4.1, "RadCon Waste Manager" or EOF 4.2, " Assistant to the RadCon Waste Manager" for details in management of the dose projection area of the EOF.

4.0 ACTIVATION OF THE ADMINISTRATIVE AND LOGISTICS AREA IN THE EOF 4.1 The activation of the Administrative and Logistics area of the EOF is the responsibility of the Administrative and Logistics Manager.

4.2 The Administrative and Logistics area is located in the ESM room in the Site Boundary Control Center.

4.3 When the Administrative and Logistics area is ready for operation, the A&LM should contact the O

1.0 DESCRIPTION

- EMERGENCY VENTILATION SYSTEM J

1.1 The EOF's emergency ventilation system has a nor;nal and emergency operation mode.

1.2 Under all modes of operation, fresh air is taken in from the vent on the seui end of the west side of the building.

1.3 Under normal conditions the air is filtered by roughing and electrostatic filters.

1.4 in the emergency mode, a minimum amount of outside air is taken into the building and incoming air is ro 'ted through an additional high efficiency particulate filter.

j 2.0 ILN ERGENCY OPERATION OF THE EMERGENCY VENTILATION SYSTEM M

2.1 The control panel for the SBCC ventilation system (MI) is located in the me tanical equipment room.

Access to the mechanical equipment room is through the men's locker and testrocm 2.2 To shift the heating, sentilation and air conditioning system from the norreal to the emergency mode, manually select the " Emergency" position with switch S3 on panel M t.

3.0 EMERGENCY OPERATIONS POWER SUPPLY O

f Electrical power to the Site Boundary Control Center, and therefore the EOF, is prosia-d by Wisconsin Public Senice Corporation (WPSC) via a distribution feeder, in case of a total electrical power failure, call WPSC. The telephone number for WPSC can be found in EPIP-23, "Off-site Agency Emergency Call List."

4.0 DESCRIPTION

- EOF ANNUNCIATOR PANEL 4.1 The EOF's annunciator panel monitors eight parameters in the Site Boundary Control Center building.

4.1.1 The control room will receive an alarm upon annunciation of any of the eight alarms.

4.1.2 The eight alarms are:

ATTACHMENT 2 1.0 ACCESS OF EMERGENCY METEOROLOGICAL AND DOSE ASSESSMENT (MAD) PROGRAM 1.1 PC Press the " master" button on the PC power director choose MAD-PC from menu options. The MAD dose projection program should boot up.

1.2 Back-up (Floooy Disk) MAD-PC If for any reason the MAD PC program, which resides on the hard drive, is aborted because of unintentional mechanical failure or program erasure or intentional facility evacuation, the back-up copy of the MAD-PC program should be used. The copy of this program is kept in the facility supply cabinet along with the user instructions.

If it is necessary to use the back-up copy of MAD-PC, perform the following steps:

1.2.1 Insert the back-up MAD-PC floppy disk into the appropriate drive on the PC the program will run on.

1.2.2 Reboot the PC and the program menu will appear on the screen.

(A 1.2.3 Follow the user prompts to run MAD-PC.

l.2.4 If the hard drive version has been erased, the floppy disk program can be installed onto the hard drive, if necessary, at a later time.

RADIATION MONITORS 1.0 ACTIVATION OF IODINE AND NOBLE GAS RADIATION MONITORS 1.1 Coordinate with the offsite health physics director to have the iodine and noble gas sample pump started.

The pump is in the heating and ventilation room adjacent to the men's lavatory. Ensure that a new charcoal canister is installed and that the initial sample flow rate and start time are recorded.

1.2 Interpretation of RMS Readouts 1.2.1 The concentration of noble gas is determined by multiplying the obsened count rate on the readout labeled "RE-242" by the calibration constant posted adjacent to the meter. The resulting units are Ci/cc Xc-133 dose equivalents.

1.2.2 The iodine activity on the charcoal cartridge is obtained by multiplying the obsened count rate on the readout labeled "RE 241" by the calibration constant posted adjacent to the meter.

The resulting units are Ci-I 131 dose equivalents.

1.2.3 To convert the iodine activity into a concentration, calculate the volume of air that passed A

through the filter. The concentration ofiodine is approximately the actisity on the filter V
