Dear Mr. Youngblood:

This letter and its attachments forward the results of the recent revalidation inspections which were performed on the Unit 1 TransAmerica DeLaval Inc. diesel generators at the Perry Nuclear Power Plant (PNPP). The PNPP Diesel Generator Program Plan (PY-CEI/NRR-0156L) submitted January 17, 1985 discussed the recently completed inspections and provided a date for submission of the results. This schedule has been expedited to assist the NRC in the review of the PNPP diesel generators.

As noted in the Program Plan, the inspections were performed in accordance with PNPP Inspection Checklists, based on the Component Revalidation Checklists developed by the TDI Ovners Group specifically for PNPP and as detailed in the i PNPP DR/QR. Volume 1 of the attachment to'this letter includes the Component Revalidation Checklists for each item inspected. Volume 2 provides the Diesel Generator Component Tracking System for PNPP. Volumes 3 through 8 document the results of the inspections.

We believe that this information along with the information provided in our Diesel Generator Program Plan, should close SER Outstanding Issue 24.

SUMMARY

OF PNPP QUALITY REVALIDATION INSPECTION ACTIVITIES

' . o This report describes the implementation of Perry Nuclear Power Plant (PNP $ Pre-engine Operation Quality Revalidation (QR) Inspections performed' to satisfy TDI Diesel Generator Owners Group recommendations.

PNPP inspection checklists were prepared for each component to be '

i revalidated based on the recommendations delineated in the TDI Owners l Group Component Revalidation Checklists (CRC's). The CRC's are included I as Volume I to the PNPP QA Results. The CRC's include task descriptions, j- attributes to be verified, acceptance criteria and recommendations as to when a particular attribute should be verified (i.e., pre-engine operation or post-100 engine hours of operation). Updates to the CRC's based.on-

" lead " engine inspection results, were periodically recieved from the Owners-Group. These updates were incorporated, when feasible, into the' pre-engine operation inspection scope. Those not included in pre-engine operation inspections were incorporated into the post-engine operation

. inspections checklist, QR PO-001 (Attachment 1). The updates to the CRC's are included as Attachment I to Volume 1 (CRC's).

1 Component QR inspection were planned, performed, documented and reported

? in accordance with PNPP Nuclear Quality Procedure 1-1004, (Operational-I Quality Section Inspection Program), by the Operational Quality Section.

Detailed inspection results are contained in Volumes 3 through 8, PNPP QR Results, Attachment 2 to this report provides'an index by component part number to inspection records.

3 I Programmatic concerns were' documented on Action Requests ( AR's) in

accordance with PNPP ~ Project Administration procedure 1602. Copies of these AR's are provided as Attachment 3.

Hardware deficiencies noted during.QR inspections were documented and j evaluated on Nonconformance Reports (NR's) in accordance with PNPP Project -

Administration procedure 1502. Nonconformance Code 113 was established to-i uniquely identify NR's issued during QR of the TDI Diesel' Generators. A j listing of these NR's is included as Attachment 4 to'this report.

' Each component required to undergo Quality Revalidation was subjected to a documentation review by the Owners Group. This process identified ~and catalogued'all appropriate documentation (e.g., material test reports, NDE, vendor /subvendor records, site records,' etc.) associated with the

component. This documentation is identified in the " Emergency Diesel

Generator Component Tracking System" (CTS) for Perry Nuclear Power Plant l (PNPP), which is included as Volume.2 in the site inspection results records. . Owners Group review of the CTS for PNPP is documented in the "TDI Diesel Generator DR/QR' Report for PNPP." PNPP inspection checklists

- were revised -to take credit for the Owners . Group documentation reviews.

. PNPP specific red-lined as-built sketches were provided to the Owners-Croup as a basis for preparation of as-built drawings for use in the Design Review Reports. Piping and conduit line walkdowns were then

! performed.by the Owners Group and used as the formal basis for the i

corresponding Design Review Reports. 'The red-lined as-built sketches, when available,'were-used as a guide.during.the walkdown as as valuable  !

supporting data; however,'the formal basis of the report was the line walkdown.

All engine teardown / reassembly activities were conducted in accordance with approved Test Work Procedures and Work Authorizations. As components became available, inspections / examinations were performed in accordance with PNPP QR inspection checklists by either PNPP personnel certified to ANSI N45.2.6 or SNT-TC-1A as applicable, or by Owners Group representa-tives using Owners Group approved procedures. Inspection results were indicated as satisfactory or unsatisfactory where acceptance criteria was specified by the CRC's. Questionable inspection results were evaluated by

- Nonconformance Reports. Rejectable items were not approved for use in the PNPP engines. Replacement engine components (other than those inspected by the PNPP representative at TDI) were inspected on site per the CRC's.

When information was requested by the CRC's, it was obtained during inspections for evaluation by site engineering or the Owners Group.

Photographs were taken in some instances to supplement or document "as-found" conditions. Final closure of inspection results were handled per 1-1004 as noted above. All documention (i.e. , Nonconformance Reports, Inspection Reports, Photographs, etc.) generated as a result of the Diesel Generator Inspection Program will be provided to the Owners Group in copy form for their review.

The DR/QR Report was reviewed to ensure concurrence with initial Owners Group recommendations set forth in the CRC's (and therefore, implemented in site inspections). Discrepancies were incorporated into the scope of pre-engine operation inspections, if possible, or included in the post-engine operation QR checklists.

The TDI Diesel Generator DR/QR Report for PNPP provides the results of extensive investigation of 171 components of the TDI DSRV-16 diesel generators at Perry Nuclear Power Plant Unit 1. It forms the basis for the conclusion that the TDI diesel generators presently installed are fully capable of reliably performing their intended safety function.
