Dear Sir:

This letter is in response to the notice of violation dated December 10, 1984, on Docket #50-264 This notice refers to the operation of the Dow TRIGA Research Reactor on September 23, 1983 (not 1984, as in the notice).

1. Corrective Action Taken and the Results Achieved The violation consisted of a failure to notify the Commission of a reportable event in a timely manner. Due to the nature of the violation there was no corrective action that could be taken.
2. Correction Action to be Taken to Prevent Further Noncompliance a) All licensed Senior Reactor Operators have received a written reminder of the requirements for notification of the Commission which are contained in the license.

b) The maintenance log book has been modified to improve the documen-tation of maintenance. This documentation includes a specific question concerning reportability which requires a written response.

.c) The requirements for notification of the Commission which are contained in the license have been placed in the maintenance log for easy reference.

-d) The violation notice and the license requirements for notification were thoroughly discussed at a meeting of the Reactor Operations Commit-tee on December 20, 1984, which was attended by seven of the eight Senior Reactor Operators, the Radiation Safety Officer, and a representative of Dow management.

e) Arrangements have been made to accent the topic of reportability of any events during the 1985 requalification program, scheduled for mid-January 1985.

3. Date When Full Compliance Will Be Achieved Full compliance was achieved prior to December 3, 1984. This was demonstrated on that date following a reportable event, the malfunction (in a different manner than the event of September 23, 1983) of one of the reactor safety circuits during operation. The reactor was safely secured, the event was evaluated, and the telephoned and written reports to the Commission were made smoothly and in a timely manner.
