During recent weeks.the need for several corrections and clarifications to the Fermi 2 draft technical specifications
.has becomeJapparent.
Attachment A consists of marked up technical specification pages.
Detroit Edison requests that the proposed changes be incorporated in a revised draft and that the' typed version of the affected pages be sent to Mr. O. K. Earle, Supervisor - Licensing.
The justification for:the proposed changes follows.

While the desig-nation is correct, the replacement of a valve would result in a new "V" number and thus require an administrative change to the technical specifi cations.
The "F" desig-nation will not change and thus should be the sole identifier.
-3/4.6-33 The identification C51-J004 for Item B.27 refers to the valve housings, whereas the shear valves themselves are designated C51-F001A through E._
This is con-sidered to be an item of clarification.
3/4.6-43 The identification C51-J009' for Item D.22 refers to the valve housing.
The designation of the valve itself is C51-F008.
3/4.7-8 When action statement (a) was'added'by the NRC.dur-
-c ing'the Proof and' Review process, the. action to take if the temperature exceeds 1050F was discus-sed.
It was stated by.

It was not recog-nized that Specification 3.0.3,which requires the unit be placed in an oper-ational condition in which the Limiting Condi-tion of Operation does not apply,could not be satisfied.
This is be-cause the LCO applies in all operational conditions.
The proposed change will accomplish what is believed to be the NRC's intent and places the unit in a safe 4
condition.
Edison will submit one additional change request pertaining to the volume of the Standby Liquid Control System in the near future.
The revision is currently being reviewed by Edison ~with General Electric.
