THREE MILE ISLAND UNIT 1 Docket No. 50-289 o 44 Ms. Jane Lee's letter to you dated November 30, 1984 discusses the TNI-1 steam generators and implied GPU Nuclear plans for replacement.
This letter provides a factual summary of the status and our current plans regarding this matter.
First, let me consient on +.he sources of Ms. Lee's infomation.

In addition to our reporting responsibilities to the NRC end other government agencies, GPU Nuclear is comitted to providing full, timely, and correct infomation to tha public.
In addition to our efforts to infom local public officials and the media, we have a very active program to infom the public directly.
This program involves a speaker's bureau which, in 1984, averaged over two presentations to local groups every working day.
It also included a series of evening meetings in communities around TMI.
These meetings were arranged at our initiative in cooperation with local officials.
Every resident of the comunity was invited by individual letter.
During these meetings, senior officials provide a status report on THI-1 and TNI-2 and then respond to questions from the audience.
The questions cover a wide range of topics and the company representatives attempt to reply fully and in context.
The specific comments referred to by Ms. Lee apparently are based on notes taken by individuals during such sessions.
As such, they represent only what the particular individual heard and understood in response to a specific question.
As a resul t, context and meaning relative to other concerns or questions may not be complete.

i e i Items 1, 2, and 3 on the first page of the referenced letter refer to an Oyster Creek purchase of steam generators and the subsequent cancellation / transfer of such Oyster Creek steam generators to TMI.
The Oyster Creek Station is a BWR.
Therefore, there are not and never have been steam generators associated with the plant.
What Ms. Lee may. be referring to are the steam generators we purchased from Combustion Engineering for the Forked River plant, construction of which was cancelled in November,1980.
As a result of the decision to cancel the station, GPU sold the steam generators in mid-1984 for scrap because they are of a different design than those used at TMI and thus did not have any practical use at TMI.
Items 4 and 5 of Ms. Lee's letter discuss the integrity of the current steam generators and the need for replacement.
GPU, as a matter of policy, tries to provide appropriate contingency planning for all of its activities.
Since the nuclear industry 'has alrea(y seen replacement of steam generators in several plants and there are currently planned replacements at additional plants, we have periodically reviewed the stear.
generatcr operational suitability for the total plant life of TMI-1.
These reviews are not directly related to the repair of the generators perfomed at TMI over the last couple of years, although that repair is, of course, one consideration in these ongoing reviews.
In 1982, with the cancellation by Toledo Edison of a B&W-designed plant similar to TMI, Toledo Edison was either going to scrap or sell the available equipment including the tubesheets and heavy forgings for the steam generators.
As part of our contingency planning, we did acquire the heavy forgings at their approximate scrap valua and are storing those forgings for possible future use.
Even with these parts on hand, fabricating steam generators would take on the order of two years.
In addition, with other owners of B&W plants, we are considering the advisability of preserving for future use the steam generators potentially available as a result of the recent cancellation of the Midland plant.
There has not been nor is there action underway to procure replacement steam generators for TMI-1.
We continue to believe that the current TMI steam generators are acceptable for service and have no increased safety risk.
This assessment has been confirmed by your staff and the recent decision of the Safety and Licensing Board.

I am providing copies of this letter to Ms. Lee and all those shown on Ms. Lee's letter as receiving ccpies of her letter, as well as to others that I believe have an interest and may have seen media reports on this matter.
