p WASHINGTON, D. C. 20555 SAFETY EVALUATION OF REQUEST FOR EXTENSION OF CONSTRUCTION PERMIT NO. CPPf!-137 FOR THE ILLIN0IS POWER COMPANY, ET. AL., CLINTON POWER STATION, UNIT 1 DOCKET N0. 50-461 INTRODUCTION Construction Permit CPPR-137 was issued on February P4, 1976 to Illinois Power Company (IP) authorizing construction of the Clinton Power Station, Unit 1.
Soyland Power Cooperative, Inc. and Western Illinois Power Cooparative, Inc., became applicants on September 25, 2978.
The latest date for completion of construction as stated in the permit, was October 1,19Pl. On August 31, 1981, Illinois Power Company on behalf of itself, and as agent for Soyland Power Coo Power Cooperative, Inc., (the Permittees) perative Inc., and Western Illinois requested a two-year extension of the expiration date. Additionally, they requested certain modifications to Section 3E of Construction Permit No. CPPR-137. On March 29, 1982, the permittees amended its August 31, 1981 request to separate the requested extension date and the modifications of Section 3E and asked that they be reyhwed, processed and acted upon as two separate and distinct requests. On April 23, 1982, the permittees requested the expiration date extended to October 1, 1984 On August 22, 1984, the permittees requested a two-year extension of the expiration date to October 1, 1986.
EVALUATION In its application for extension of construction completion date, Illinois Power Company indicated that the following factors were responsible for the delay in completion of construction activities:
1.
A series of stop work orders and recovery programs initiated by IP in 1982 to implement corrective action and improve construction programs for several areas of construction.
2.
An Overinspection Program and Record Verification Progran initiated by IP in 1982 tn veri'y the quality of construction of large port. ions of CPS.
Furthermore, the time required tn lift the stop work orders and complete the recovery programs, Overinspectin Progran, and the Pecord Verification Prngram was not accounted for in the previous request for an extension of the con-struction permit for Clinton Power Station.

These factors have led the Illinois Power Company to conclude that construction of C1tnton Power Station would not be completed by October 1, 1984, and the Illinois Power Company has requested a 24-month extension of the latest completion date to October 1, 1986.
The NRC staff has reviewed the information provided in the Illfrois Power Company's submittal. Based on that review. the staff concurs with the permittees as to the reasonableness of time estimatad for the delay.
Therefore, the staff concludes that the factors discussed above constitute good cause for granting the requested extension.
As a result of the staff's review of the Final Safety Analysis Report to date, and considering the nature of the delays, the staff has identified no areas of significant safety consideration in connection with the extansion of the construction completion date for the Clinton Powor Station, Unit 1.
The only change proposed by the permittees to the existing construction permit is an extension of the latest construction completion date. This extension will not allow any work to be performed invniving new safety information of a type that was not considered by previous Commission safety reviews of the facility and that is not already allowed by the existing construction permit. Therefore, the staff finds that (1) the extension of the latest completion date in the construction permit does not involve a significant hazards consideration, (2) orfor pub 11c notica of this action is not required (3) there is reasonable assurance that the health and safety of the public will not be endangered by the requested extension of the construction completion date, and (4) good cause exists for issuance of an order extending the construction completion date.
i The staff has nade an environmental assessment and finding of no significant impact pertaining to this Order. Having made this determination, the staff has concluded that no environmental impact statement for the proposed Order need be prepared, and that a negative declaration to this effect is appropriate.
Conclusion For the reasons stated above, the staff concludes that issuance of an Order extending the latest construction completion date for the Clinton Power Station, Unit 1, as set forth in CPPR-137, to October 1, 1986, is reasonable and should be authorized.
