SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 88 TO FACILITY OPERATING LICENSING $0. DPR-66 DUQUESNE LIGHT COMPANY OHIO EDISON COMPANY PENNSYLVANIA POWER COMPANY BEAVER VALLEY POWER STATION, UNIT NO. I DOCKET NO. 50-334 INTRODUCTION By letter dated September 5,1984, Duquesne Light Company (the licensee) pro-posed to change the Technical Specifications (Appendix A to the license) by revising Sections 3.3.3.6 and 4.3.3.6.1 to reflect Standard Technical Specifications (NUREG-0452) guidance. The licensee also proposed to revise Section 3.3.3.6 to reflect the revised reporting requirements specified by 4
Generic Letter 83-43. No physical changes to the facility or equipment will be made as a result of these changes.
EVALUATION AND DISCUSSION Currently, specification 3.3.3.6.a requires the licensee.to inspect the zone (s) with inoperable fire detection instruments at least once per hour.
The licensee proposed to modify the requirement for instruments that are located inside the containment, such that when they are inoperable, they be inspected once per 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> or containment air temperature at selected l
locations be monitored at least once per hour. The proposed change would bring the subject specification into conformance with guidance in the Standard Technical Specifications.

requested change would also be in conformance with the Standard Technical Specifications.
Specification 3.3.3.6.b will be modified to require submittal of a Special Report to the NRC if a fire detection instrument has been inoperable for more than 14 days. The report will outline the action taken, the cause of the j
inoperability and the plans and schedule for restoring the instrument to operable status. This requested change is in confonnance with 10 CFR 50.72 and 10 CFR 50.73, i

We have evaluated the proposed changes to the Technical Specifications and conclude that these changes are administrative and do not involve any physical change to the plant's safety-related structures, systems or components.
Further, these changes do not increase the likelihood of a malfunction of safety-related equipment, or increase the consequBnces of an accident previously analyzed or create the possibility of a malfunction different from those previously evaluated. Therefore, based on the above, the staff finds the licensee's requested change to revise the Fire Detection Instruments Technical Specification and Bases to be acceptable.
Environmental Consideration This amendrent involves only changes in administrative procedures and requirements. Accordingly, this amendment meets the eligibilit for categorical exclusion set forth in 10 CFR Section 51.22(c)(y criteria 10).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
Conclusion We have concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
