SAFETY EVALUATION BY THE OFFICE OF NUCLEAR RCAi, TOR REGULATION RELATED TO AMENDMENT NO.35 TO FACILITY OPERATING LICENSE NPF-12 SOUTH CAROLINA ELECTRIC & GAS COMPANY SOUTH CAROLINA PUBLIC SERVICE AUTHORITY I.

_ INTRODUCTION By letter dated February 22, 1984, South Carolina Electric and Gas Company requested a change to Technical Specification reporting requirements to be in accordance with new regulation 10 CFR 50.73.

II.

EVALUATION The new 10 CFR 50.73 provides for a revised Licensee Event Report System and replaces all existing requirements for licensees to report " Reportable Occurrences" as defined in individual plant Technical Specifications. We have reviewed the requested change and find that it correctly reflects 10 CFR 50.73. Therefore, we conclude that the requested change is accept-able.

ENVIRONMENTAL CONSIDERATION This amendment involves a change in recordkeeping and reporting require-ments. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR Sec 51.22(c)(10). Pursuant to

1 10 CFR 51.22(b), no environmental impact statement or environmental assess-

ment need be prepared in connection with the issuance of this amendment.

IV.

CONCLUSION i

The Commission.made a proposed determination that the amendment involves no significant hazards consideration which was published in the Federal Register (49 FR 38408) on September 28, 1984,- and consulted with the state of South Carolina. No public comments were received, and the state of South Carolina did not have any comments.

We have concluded, based on the considerations discussed above, that:

j (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the co;rmon defense and security or to the health and safety of the public.
