Dear Mr. Verre111:
This letter refers to the violation, cited in the subject inspection reports, which states:
"The following violations were identified during an inspection conducted on December 11, 1984 - January 10, 1985. The Severity Levels were assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).
Technical Specification 6.8.1.c requires that written procedures shall be established covering surveillance activities of safety related equipment.
Contrary to the above, adequate surveillance procedures were not established in that no procedure existed to set the flowrate for the chlorine detectors.
This is a Severity Level V violation (Supplement I)."

Reason for Violation The above violation was caused by procedural inadequacies.
Corrective Action Taken and Results Achieved The flow rates for the chlorine detectors were adjusted to the proper range.
Corrective Steps Taken to Avoid Further Violations Surveillance Test Procedures were revised to require the flow rates for the chlorine detectors be checked on a monthly interval during the monthly surveillance testing and following maintenance.
