Exercise Report for the October 17, 1984, Exercise of Offsite Radiological Emergency Preparedness (REP)
Plans for the Peach Bottom Atomic Power Station Attached are two copies of the Exercise Report for the October 17, 1984, full-participation joint exercise of the offsite REP plans for the Peach Bottom Atomic Power Station. The exercise report dated November 30, 1984, was prepared by the Region III staff of the Federal Emergency Management Agency (FEMA), and includes comments resulting from the Regional Assistance Committee review conducted November 13, 1984. FEMA Region III staff will furnish a copy of this exercise report to the States of Maryland and Pennsylvania and request a schedule of corrective actions. As soon as we receive and analyze their response, we will forward this information to you.
The exercise report identifies two Category A deficiencies. Two municipalities in Lancaster County, Drumore Township and Little Britain Township, did not allow Federal observation, and Fawn Grove Borough / Fawn Grove Township in York County did not demonstrate an adequate overall level of emergency preparedness. Remedial exercises will be scheduled to address the Category A deficiencies. You will be advised of the dates for the remedial exercises once dates have been scheduled. The Category A deficiencies identified as a result of this exercise do not have any impact on offsite radiological emergency planning and preparedness around the Three Mile Island Nuclear Station.
Based on the results of this exercise, offsite radiological emergency preparedness is not adequate to provide reasonable assurance that the public health and safety can be protected in the event of an accident at the Peach Bottom Atomic Power Station.
