. submitted an exigent request-for an amendment, in tho' form of changes to Technical Specification 3/4.8.1, -to Operating License No. NPF-7 for North Anna Power Station Unit No. 2.

The proposed changes are deemed necessary to minimize continued diesel engine degradation and subsequent premature failure as has ' recently been experienced on Unit 2.

This submittal.

provides supplemental information and clarifications in support of the

-initial exigent request. _It additionally modifies the change request to address -instrument error in the specification of diesel' loading. This revision. to the technical specification change request is presented in Attachments '1 and 2.

testing history, and other clarifications to - the. original technical.

specification change request. provides a summary of the

presently proposed diesel reliability improvement program, including the monitoring. surveillance program, ~with anticipated initiation dates for the component parts of the program.~ Although the reliability improvement program has not been completely finalized and is.likely to evolve with experience, we ' propose to implement this program as currently outlined concurrently
with implementation of the proposed technical specifications.

O The information and clarification transmitted by this letter augments the previously submitted exigent request. This submittal does not alter the conclusions,. safety review, or significant hazards determination of the previous request. The submittal has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff.

- Since this information supplements our previous submittal, which included the appropriate application fee, no additional application fee is included herein.
