Project Description The Lawrence Livermore National Laboratory (LLNL) is providing tech-nical assistance to the Region V offices of the U.S. Nuclear Regula-tory Commission (NRC) for conducting inspections at selected nuclear reactor sites.
1.1 Task 1 - Diablo Canyon, Unit 2_- Design Verification Program As a consequence of an independent design verification program, many modifications and additions. to the piping and electrical raceway support systems and building structural steel are being implemented at Diablo Canyon, Unit 2.
The LLNL is assisting the NRC in assess-ing the adequacy of this work.
1.2 Task 2 - Palo Verde Nuclear Power Plant - Inspection of Reactors Under Construction The construction of Unit 1 is nearing completion and a number of inspection requirements are to be accomplished before the initial fuel loading can begin.
LLNL is assisting the NRC in completing this work.

Progress - August, 1984

2.1 Task 1 - Diablo Canyon 2 Inspections continued in Unit 2 at a reduced level-of-effort brought about by the temporary (assignment of project personnel to the NRR Technical Review Team TRT) at Commanche Peak and to continued inspections at SONGS.
Inspection details for this report period, though few in number, are presented in Attachment 1 for consistency.
Production was further limited by an unsuccessful attempt to inspect rupture restraints during the week of August 20, 1984.

In addition, the Pullman Specification ESD 243 was undergoing revision and was not available for our use.
As a ~
consequence, the planned field inspections were deferred.
2.2 Task 2 - Palo Verde 1 1
l 2.2.1 Subtask 1 - Radiography Examination On August 20, 1984, Mr. Ross Hob 11tzel of LLNL, an ASNT Level III Radiography Examiner, reviewed the radiographs, specifications and other pertinent documents related to six pipe welds at the Palo Verde site.
His findings have been submitted and a final report is in preparation.
2.2.2 Subtask 2 - Fire Protection Systems Inspection The on-site fire protection systems inspection has been scheduled for the week of October 15, 1984 under the direction of Phillip Qualls of the Region V office.
An experienced fire protection systems inspector has been sub-contracted to assist in this inspec-tion.
2.2.3 Subtask 3 - Design Control System Inspection A work pl an, schedule and the selection of a plant system for inspection were completed ' on August 28, 1984.
On-site work is expected to begin the week of September 24, 1984.

Funding A detailed report of expenditures for this period is provided in Attachments 2 & 3.
TAC or case control numbers called for in the work statement (Form 173) have not been provided for these tasks and cannot be referenced.
Available funds for each task are derived from the proposal (Form 189) submitted for approval and dated September 5, 1984.

Personnel, Subcontracts, and Consultants This work is being conducted with assistance from EG&G Energy Measurements, Inc. of San Ramon, California.
The level-of-effort for Task 1 has been reduced by 507, to conserve remaining funds and cover the remaining construction phase for Unit 2.
This change is timely as LLNL/EG&G support to.the Commanche Peak TRT continues to limit available manpower.
Mr. Paul Herman of National Loss Control Service Corporation (NATLSCO) near Chicago is being sub-contracted to assist with the fire protection system inspection at Palo Verde (Task 2 Subtask 2).

Meetings / Travel Meetings with P. Narbut, R. Hoblitzel, P. Morrill, J. Burdoin and W. Wade were held in Walnut Creek for work planning.
Ross Hoblitzel was at Palo Verde on August 20, 1984 to conduct the radiography examination and C. Morton, C. Simkins and W. Wade were at Diablo Canyon between August 13 & 24, 1984 6.

Task 2 Subtask 3 will be initiated the week of September 3 at the Bechtel offices in Downey, California and the final report for Subtask 1 should be completed.
