Subject:
Response to NRC Bulletin 96-02, " Movement of Heavy Loads Over Spent Fuel, Over Fuel in the Reactor Core, or Over Safety-Related Equipment" This letter transmits the 30-day response required by Reference (b). In accordance with Reference (b), Vermont Yankee has reviewed its plans and capabilities for handling heavy loads while the reactor is at power (i.e., in all modes other than cold shutdown, refueling, and defueled) in accordance with existing regulatory guidelines.
The following are the only activities which Vermont Yankee anticipates, within the next two years, which may involve the movement of heavy loads as described in Reference (b):
- 1. Receipt of new fuel;
- 2. Removal and installation of shield blocks;
- 3. - Core Shroud inspection / repair;
- 4. Reactor vessel beltline inspection; Movement of heavy loads associated with activities 1 and 2 are governed by existing plant procedures. Vermont Yankee compared these plant procedures to the Vermont Yankee FSAR and the NRC's approval of our implementation of NUREG-0612 for Control of Heavy Loads, Phase I [ Reference (c)]. This review verified that activities conducted in accordance with approved plant procedures involving the movement of heavy loads are within the Vermont Yankee licensing basis.
Activities 3 and 4 will involve movement of heavy loads not considered in existing plant procedures. For these activities, movement of heavy loads will be evaluated to ensure they are
- within our licensing basis.
