Calvert Cliffs NucIcar Power Plant Unit Nos.1 & 2; Docket Nos. 50-317 & 50-318 Fire Detection Instrumentation Special Report Technical Specification 3.3.3.7. Action Statement b in accordance with Technical Specification 3.3.3.7, Action Statement b, please find attached a Special Report concerning inoperable Fire Detection Instrumentation. Specifically, the Fire Detection Instruments in the Unit 1 Service Water Pump Room were inoperable for greater than 14 days to support work activities associated with replacement of service water piping during the Unit I refueling outage. The affected Fire Detection Instrumentation was restored to an operable status on May 2,1996.

FIRE DETECTION INSTRUMENTATION SPECIAL REPORT l
CAUSE OF INOPERABILITY On March 26,19%, the Fire Detection Instrumentation (smoke and flame detectors) in the Unit i Service Water Pump Room was disabled via temporary alteration to permit work activities (welding, cutting, and grinding operations) associated with replacement of senice water piping during the Unit I refueling outage.
The work activities in this room would have resulted in frequent and/or hanging alarms at fire alarm panel (IC24B)in the Control Room. To allow other plant fire alarms to be received and annunicate at this fire alarm panel, a temporary alteration was installed to disable the fire detection circuit for the Service Water Pump Room while work was in progress.
Ac Fire Detection Instrumentation in this area is listed in Technical Specification Table 3.3-11 and the compensatory measures required when it becomes inoperable are addressed by Technical Specification 3.3.3.7, Action Statement a.
As specified by Technical Specification 3.3.3.7, Action Statement b, if the fire detection system is not restored to an operable status within 14 days, a Special Report must be submitted within 30 days detailing the cause of the inoperability, the action taken and the plans and schedule for restoring it to an operable status. The affected Fire Detection Instrumentation was inoperable for more than 14 days as of April 9,1996.
ACTION TAKEN As specified by Technical Specification 3.3.3.7, Action Statement a, an hourly fire watch patrol was initiated to inspect the affected fire zone at least once per hour. His hourly fire watch patrol was missed between 0835 hours0.00966 days <br />0.232 hours <br />0.00138 weeks <br />3.177175e-4 months <br /> on April 10,1996 and 0700 hours0.0081 days <br />0.194 hours <br />0.00116 weeks <br />2.6635e-4 months <br /> on April 15,1996. Details concerning this missed fire watch patrol including preventative and corrective actions will be submitted as a Licensee Event Report.
PLANS AND SCHEDULES The Service Water Pump Room Fire Detection Instrumentation was restored to an operable status on May 2,1996.
