Dear Mr. Dircks:

The Federal Emergency Management Agency (FEMA) has comple'.ed t an analysis of the prompt alert and notification system for the Palisades Nuclear Power Plant in Covert Township, Michigan. This review has been coupleted pursuant to FEMA rule 44 CFR 350, selected evaluative criteria and Appendix 3 in NUREG-0654/

FEMA-REP-1, Rev.1, and FEMA-43, the " Standard Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants." The enclosed report entitled " Palisades Nuclear Power Plant Site-Specific Offsite Radiological l Emergency Preparedness Alert and Notification System Quality Assurance Verifi-cation" summarizes the engineering design review, incorporates the results of

-the telephone survey of the public conducted immediately following the alert and notification system demonstration on August 11, 1984, and reconfirms the adequacy of the other applicable evaluative criteria from NUREG-0654/ FEMA-REP-1, Rev. 1, and FEMA-43 as reported in the 44 CFR 350 approval dated July 2, 1982.

' Based on the engineering design review and the results of the demonstration.

FEMA has determined that the alert and notification system installed around the Palisades Nuclear Power Plant satisfies the requirements of NUREG-0654/ j FEMA-REP-1, Rev. 1, and FEMA-43, and that there is reasonable assurance that i the system is adequate to promptly alert and notify the public in the e' vent of a radiological emergency at the site. The caveat on the alert and notification system contained in the 44 CFR 350 approval dated July 2,1982,is now removed.

Mr. James J. Blanchard, Governor of Michigan, has been advised of this approval.
