Dear Mr. Benning:

I appreciate your letter of November 27 relating to the training and equipment needs of the Pennsylvania Bureau of Correction which. Philadelphia Electric Company will provide in connection with the emergency plans for the Graterford Prison.

I believe my letter of November 6, together with the statements in your November 27 letter, confirm our agreements with regard l

to the conduct and expenses associated with the training program.

We are proceeding to issue requisitions for furnishing you the equipment items covered in the list which you prepared.

With regard to items 6, 7, and 8, our investigation has not disclosed a method which we believe would be satisfactory to you, and at the same time result in significant reduction in cost to us.

We will, therefore, furnish you the equipment as listed for your storage and use.

Should'the industry work which is currently being carried out result in an eventual reduction in the emergency planning zone requirements and negate the need for evacuation of the Graterford prisoners, we would expect that the mobile radio equipment would be returned to us.

We do not expect such an event to occur within the next year or so, but I do believe that work with regard to the safety aspects and fission product release from nuclear facilities could eventually justify a reduction in the offsite emergency planning requirements.

Mr. Tepper of our Electrical Engineering Division will be issuing the purchase order for the radio equipment and Mr. Deneen of our Security Division will be coordinating the ordering and delivery of the hardware items.

Please feel free to contact myself o,r either of these gentlemen if you have any questions with regard to these items.

We are currently undergoing NRC hearings on the offsite emergency planning issues.

To obtain final approval for our full power license,.PEMA and FEMA may suggest that a tabletop exercise be conducted to test the Graterford plan.

We would certainly appreciate your cooperation in this area.

Please keep us informed of any problems which may arise with regard to the satisfactory resolution of the Graterford Prison emergency plan approval.
