Staff Letter re ABWR DCD Change Package l

Message: The subject letter recommends that GE submit l all changes identified by the FOAKEprogram.

This is contrary to understandings we had with the staff over the past year and, most recently, i-n early April.

About one year ago, the staff extended an offer to do this at that time; GE declined in l the interest of not delaying or extending rulemaking. At that time, no changes were identified which impacted Tier 1, Tier 2*, or resulted in an USQ. The matter was i

dropped.

  • Inpreliminary discussions regarding the subject change package in early April 1996, GEproposed 10 items but was asked to identify only those items which needed to be changed prior to design certification (i.e.,

changes to meet the regulations in effect or to assure functional operability), and to defer improvement changes. As such, the GE transmittal grouped the items accordingly.

Ibelieve we should make time on Wednesday to discuss this further. A GE response to your letter will be forthcoming following Wednesday's meeting.
