Waterford Steam Electric Station Unit Number 3 NPDES Permit No. LA 0007374

Dear Mr. Knudson:

On February 13, 1985, the oil and grease concentration at outfall 003 was 35 mg/1, which exceeded our permit limitation of 20 mg/1. We became aware of this noncompliance on February 14, 1985. On February 16, 1985, we collected and analyzed a sample from outfall 002 as a check af ter having cleaned the oil / water separator which provides treatment for this outfall.

The oil and grease concentration of this sample was 250 mg/1, which ex-ceeded our permit limitation of 20 mg/1. Both noncompliances have been attributed to emulsified oils entering the oil / water separators through floor drains in the buildings which each separator services. It has been discerned that cleaning solutions used in the buildings have been washed into floor drains, causing emulsification of the contents of the drainage system and inhibiting treatment of the buildings' effluents.

Personnel working in the buildings in question were reminded of proper disposal procedures for cleaning solutions and explained about the diffi-culties which ensue when these procedures are not followed. The systems are being thoroughly cleaned to remove any remaining emulsified oils and cleaning solutions.
