Dear Mr. Fraley:
In my letter of February 19, 1980, I promised to forward information on the activities of the Institute of Nuclear Power Operations (INPO) as our work progressed.

Highlights of our activities to date are as follows:
-Pilot evaluation visits were made to three nuclear utilities; one in February, one in March and one in April.
-Written performance criteria are being developed for use by our evaluation teams conducting plant evalua-tions.
Eighty separate areas of plant operations have-been identified as warranting performance criteria and preliminary criteria have been written for thirty-nine i
of these eighty areas.
A copy of an index of these criteria is enclosed.
-Two official evaluations have now been completed, one in May and one in June.
-Following an incident at Crystal River Unit 3 (Florida Power Corporation) on February 26, 1980, involving a plant transient caused by loss of power to instrumenta-tion, INPO and the Nuclear Safety Analysis Center (NSAC).

" Analysis and Evaluation of Crystal River Unit 3 Incident,"

was prepared jointly by INPO and NSAC and forwarded to Florida Power Corporation, who in turn released it to NRC and the industry.

- A two-day training workshop for Chief Executive Officers of member utilities was held by INPO on 20 and 21 May in Atlanta.
The theme of the workshop was " Managing for Safety."
The role of the Chief Executive Officer in assuring plant safety was stressed throughout the meeting.
Thirty-five CEO's and twenty-eight other senior utility s
executives attended.
A copy of the Agenda is enclosed for information.
A follow-on workshop for plant and nuclear managers is scheduled for later this month.
- INPO and NSAC have recently developed and are now operating the Significant Event Evaluation and Information (SEE-IN) program which provides for a more meaningful j
review of the industry's collective operating history.

re-qualification guidelines have been draf ted and are t
under review.- A copy of the STA document, NUCLEAR POWER PLANT SHIFT TECHNICAL ADVISOR:
Recommendations for Position Description, Qualifications, Education and Training, is forwarded for information as an example, i
- INPO's Emergency Preparedness Division is assisting member utilities in implementing,. refining, and training in the use of a model emergency response plan' developed last summer under the leadership of an AIF sub-committee.
- A $500,000 Educational Assistance Program has been initiated for graduate (at the masters level) or fif th-year degree students, commencing academic year 1980/81.
This program is designed to interest and assist students in pursuing a career in nuclear engineering or related disciplines.
These activities and several other areas of INPO involvement were discussed in more detail during a presentation to the President'e Nuclear Safety Oversight Committee at INPO headquarters on June 30, i
1980.
My address to this Committee, a copy of which is enclosed for information, constitutes a recent summary of INPO's principal activities and status to date.
Highlights of INPO's status in key administrative areas include the following:
- INPO is now in permanent headquarters located a few miles north of downtown Atlanta.

- As of July 1, we have 67 employees on board; 48 of these are permanent and 19 are on loan from industry.
Our ambitious goal is to have 200 total personnel by the end of calendar year 1980.

-Currently, INp0 is able to field two evaluation teams.
Our goal is to be able to field eight teams in order to support our objective of evaluating each operating nuclear plant annually.
Manning the evaluation division with high quality, experienced professionals is our toughest immediate challenge.
I am also enclosing a copy of my remarks at the Annual Conven-tion of the Edison Electric Institute in Chicago on June 10, which furnishes some additional status information.
