Dear Chairman Palladino and Commissioners:
Enclosed you will find LILCO's Petition for Review of ALAB-800, along with the supporting Affidavit of John D.
Leonard, Jr.
concerning the ef fects of delay in conducting low power testing at the Shoreham Nuclear Power Station.
LILCO requests that the Com-mission's review be expedited but has not proposed a specific schedule for disposition of these familiar, discrete issues, believing that to be a matter within the Commission's informal discretion.
One matter contingently before the Commission, discussed at pages 5-7 of the Petition for Review, is guidance to any remand For the proceeding which the Commission may believe is necessary.

HUNTON & WILLIAMS Commission's information, copies are enclosed of the suggestions of the parties, filed today with the Low Power Remand Board, con-cerning issues to be briefed at the outset of the proceeding.
