Pursuant to the Freedom of Information Act (FOIA), 5 U.S.C. 0552, the Government Accountability Project (GAP) requests copies of any and all agency records and information, including but not limited to notes, letters, memoranda, drafts, minutes, dairies, logs, calendars, tapes, transcripts, summaries, interview reports, procedures, instructions, engineering analyses, drawings, files, graphs, maps, photographs, agreements, handwritten notes, studies, data sheets, notebooks, telephone messages, books, computations, voice recording, computer run-offs, and any other data compilations, interim and/or final reports, status reports, and any and all other records relevant to and/or generated in connection with the following areas:

- NRC notification of fuel delivery to the Wolf Creek Power Plant.

50,000-plus uranium fuel rods were brought to Wolf Creek without following federal Nuclear Regulatory Agency notification re-quirements during the first ten days of June, 1984;

- Hot functional performed May 27, 1984;

- Status of systems turned over, since April 1, 1984, including the Reactor Building, Auxillary Building, Control Building, Turbine Building, Radwaste Building; Penetration Closures; N-5; Hangers: hanger intro inspection, hangers QIC acceptance, snubbers; Inspection: 79-14 Walkdown, Electrical Walkdown supports; Start-up: overall, turnover construction to start-uo, pre-ops, mechanical, electrical, instrumentation; operations: final training audit, operators exam and review course, operators exams; insulation.

If any records as defined in 10 CFR 89.3(b) and the NRC Manual, suora, end covered by this request have been destroyed and/or removed after this request, please provide all records which have been or are destroyed and/or removed, a description of the action (s) taken relevant to, generated in connection with, and/or issued in order to implement the action (s).

CAP requests that fees be waived, because " finding.he information can be considered as primarily benefitting the general public," 5 U.S.C.8552(a) (4) (a). GAP is a non-profit, nonpartisan public interest organization concerned with honest and open goverment. 'Ihrough public outreach, the Project prmotes whistleblowers as agents of goverment accountability. 'Ihrough its Citizens Clinic, GAP offers assistance to local public interest and citizens grotps seeking to ensure the health and safety of their conmunities. 'Jhe Citizens Clinic is currently assisting several grotps, local goverments and intervenors in the Callaway Nuclear Plant and Wolf Creek Nuclear Plant areas concerning the construction of both plants.

W are requesting the above information as part of an ongoing nonitoring project on the adequacy of the NRC's efforts to protect public safety and health at nuclear power plants.

For any documents or portions that you deny due to a specific FOIA exenption, please provide an index itemizing and describing the doctments or portions of docments withheld. 'Ibe index should provide a detailed justification of your grounds for claiming each exe:ption, explaining why each exenption is relevant to the cbetment or portion of the docment withheld. 'Ihis index is required under the Vaughn v. Rosen (1), 484 F.2d 820 (D.C.Cir.1973), cert denied, 415 U.S. 977 (1974).
