Dear Sir:
In accordance with 10CFR50.4, four (4) copies of the IP3 Security Plan, Revision 15 are provided in Enclosure 11 (copy numbers: 241,242,243 and 244). Included in each is a
" Summary of Cnanges" which lists the changes incorporated in Revision 15.
An evaluation conducted per 10CFR50.54(p), determined that these changes do not decrease the effectiveness of this plan. Enclosure il to this letter contains SAFEGUARDS INFORMATION pursuant to 10CFR 73.21; consequently, the enclosure should not be placed in the Public Document Room.
Please note that Revision 15 adds a general description of the vehicle barrier system (VSS) installed at IP3. Also, please be advised that the final as built VBS contains some chariges from that previously described in the summary description of proposed control measures submitted to the NRC with the above referenced letter; however, the as built VBS design is in conformance with the guidelines and methodology provided by the NRC for this purpose. The details of the final as built VBS design are maintained onsite in controlled documents and are available for NRC inspection.
