NPPD Response to NRC Inspection Report No. 50-298/84-23

Dear Mr. Johnson:

This letter is written in response to your letter dated January 16, 1985 forwarding Inspection Report No. 50-298/84-23.

In your report you indicated we were in violation of NRC requirements in several of our activities concern-ing fire doors.

The following is the statement of the violation and our response in accordance with 10CFR2.201.

Statement of Violation Fire Doors Cooper Nuclear Station Technical Specifications, Section 6.3.2, requires that there shall be written procedures adhered to for implementing the fire protection program. The procedure for fire door surveillance requires that all fire doors close securely and without assistance, that fire doors do not have physical impairments, and that fire doors be in sound working order.

Contrary to the above, the following discrepancies were noted in fire doors:

A.

Fire door D301-1 would not close without assistance.

B.

Fire door H305-3 would not close (approximately one half of the time) without assistance.

C.

Fire door B101-1 did not have a door knob.

D.

Fire door B100-1 had a hinge and hinge screws missing.

This is a Severity Level V Violation.

F;bruary 8, 1985-Page 2 Corrective Steps Which Have Been Taken and the Results Achieved Door'D301-1, located in the control building at elevation 932', required hinge adjustment to achieve proper closing without assistance. This door closes and latches properly.

Door H305-3, located in the control building at elevation 932', required ventilation system calibration to achieve properIdfosing v'ithout assistance. This door closes and latches properly.

Door B101-1, located in the radwaste building at elevation 903', has a replacement knob installed. The door closes and latches properly.

Door B100-1, located in the radwaste building, elevation 903'.

The hinge that was missing has been replaced and the upper hinge on the east door has been secured to the door frame.

Corrective Steps Which Will Be Taken to Avoid Further Violations Door D301-1. A new set of replacement door assemblies has been ordered for Door D301-1 (P.O. #234767) and will be installed upon receipt.

Door B101-1. A new set of replacement door assemblies has been ordered (P.O. #234767) and will be installed upon receipt.

Door B100-1. This set of door assemblies will be replaced with upgraded three hour UL/FM rated r'. cars. This work will be accomplished under CNS Minor Design Change (MDC)84-040, which has been written and approved.

This MDC will be inplemented when scheduling permits.

Date When Full Compliance Will Be Achieved Door D301-1. Full compliance will'be achieved by July 15, 1985.

Door H305-3. CNS is currently in full compliance.

Door B101-1. Full compliance will be achieved by July 15, 1985.

Door B100-1.

Full compliance will be achieved by April 1, 1985.
