Dear Members of the Board:
l Applicants have received a letter from NRC Staff Counsel (dated November 7, 1984) requesting that the deadline established at the October 16, 1984 prehearing conference for submission of the Staff's Phase II report on construc-l tion quality assurance be extended from November 16 until December 21, 1984.
As indicated in. Staff Counsel's letter, l
Applicants do not oppose that request.
i Applicants would, however, like to call the Board's
. attention to the fact that while fuel load for STP is not imminent (Unit 1 fuel load is scheduled for December 1986),
a number of matters raised for consideration in Phase II 1

Given the uncertainties and unanticipated delays inherent in the adjudicatory process, we believe that it is desirable that remaining submissions be scheduled for prompt filing and that any neces'sary hear-ings be scheduled promptly.
Accordingly, Applicants request that the Board issue an order establishing January 21, 1985 (30 days after the Staff's Phase II report would be due) as the deadline for responses to the Staff's report by the Applicants, CCANP and the State of Texas.
As indicated by the Board at the prehearing con-ference (Tr. at 10741-742), such responses should also include a specification of those issues arising from the Staff's report, if any, for which the parties believe a hearing is required.
