Dear Dr. Murley:
The purpose of this letter is to provide information regarding the status of the Emergency Notification System (ENS) and the Technical Support Center (TSC) ventilation system (Item 50-352/84-18-14),'and to request that the closure date on these systems be
-deferred until' initial criticality.
The phone circuit in the Control Room for the ENS has been tested and is operational.
The telephone circuits for the ENS at the Technical Support Center (TSC) and the Emergency Operations Facility i
-(EOF) are not operational at this time.
However, provisions have been made for two other phones at these facilities to remain dedicated to the ENS'until the actual circuits become operational.
The two substitute telephone lines at the TSC and EOF have been tested and are operational to accommodate ENS activities.
Equipment necessary to complete operability of the ENS telephone lines has been ordered but has not been delivered.
We believe that since one ENS telephone line does exist in the Control Room, and tested operable substitute lines are available in the TSC and EOF, the-intent of the ENS has been met.

It should be noted that the HEPA and charcoal absorber _ filters in the ventilation system are not required, per the design dose dalculatii6n to mairitain habi'thbility of ~ the TSC during~a~ ~ ~ -~

Design Basis Accident.
The TSC ventilation system and records of surveillance and operability testing have been reviewed by NRC inspectors at the site.
Any items related to the TSC ventilation system remaining open involve questions on the details of the system design and testing, which will be resolved by initial criticality.
In a letter (S.

Daltroff to T.
T.
Martin, dated September 27, 1984), it was indicated that Item 50/352/84-18-14 would be closed by fuel load.
However, for the reasons indicated above, we are requesting that the closure date be revised to initial criticality.
No significant impact to the health and safety of the public would occur due to the change in date.
