The exact amount of this fee is indicated on page 1 of the Permit to Install. This amount must be remitted within fifteen (15) days of the effective date of the Permit to Install. This permit shall expire if construction has not been initiated by applicant within eighteen months of the effective date of this permit. By accepting this permit, applicant acknowledges that this eighteen month period shall not be considered or construed as extending or having any effect whatsoever on any compliance schedule or deadline set forth in any administrative or court order issued to or binding upon the permit applicant, and applicant shall abide by

' .such compliance schedules or deadlines to avoid the initiation of additional legal action by the Ohio EPA.

The Director of the Ohio Environmental Protection Agency, or his authorized representatives, may enter upon the premises of the above named applicant during construction and operation at any reasonable time for the purpose of making inspections, conducting tests, examining records or reports pertaining to the construction, modification or installation of the above described source of environmental pollutants.

Report on Permit-to-Install Application for Modification to Water Treatment Regeneration at Toledo Edison Davis-Besse Nuclear Power Station, Ottawa County, Carroll Twp., No. 03-1960 ,

On October 15, 1984, Northwest District Office received plans from

-Jennifer Scott-Wasilk, Environmental Monitoring Supervisor, for modifications to the water treatment plant regeneration treatment system at Toledo Edison's Davis-Besse Nuclear Power Station.

The modification consists of elimination of the existing neutralization tank which is used to adjust the pH of the regenerate waste by addition of acid or caustic. This waste stream will be rerouted to the backwash sump where it will combine with other water purification discharges. From the sump, this discharge will flow to the North Settling Basin, and thence to the Collection Box.

The acid and caustic steps of regeneration occur simultaneously and enter the waste streams simultaneously. The effect of this quick-mix neutralization would be a slightly acidic wastewater which would mix subsequently with high-pH wastewaters (8 to 9 S.U.) from the clarifier and filters. Thus this group of wastewaters could be self-neutralizing, ,

with elimination of sodium hydroxide neutralization and a concomitant reduction of total dissolved solids and chemical additions in the waste stream. .

An initial cause of this modification was an upgrading of the potable water system routing it through carbon filters. This required the installation of a backflow prevention device increasing the head necessary to pump the regenerate waste up to the neutralization tank beyond existing pump capability.

The volume of regeneration is about 30,000 gallons with one regeneration every 7-10 days. The effluent will eventually be mixed with many other

discharges and released at the facility'r major outfall along with cooling tower blowdown.

The facility's monitoring station 2IB00011603 will be eliminated, with the discharge monitored at 2IB00011602 (Collection Box) and 2I800011001

.(FinalOutfall).

The estimated cost of the project is $ 25,000.

We recommend this application be approved.
