Millstone Nuclear Power Station, Unit No. 3 Reporting of Potential Significant Deficiencies in Design and Construction:

Westinghouse Process Control Cabinets (SD-59)

In a September 19,1984 telephone conversation between your Mr. T. Rebelowski and our Mr. G. Ballassi, Northeast Nuclear Energy Company (NNECO) reported a potential significant deficiency in the design and construction of Millstone Unit No. 3 as required by 10CFR50.55(e). The potential significant deficiency involves Westinghouse supplied process control cabinets. Wiring installed inside these cabinets was not installed in accordance with the applicable Westinghouse field change instructions.

Northeast Utilities, with the assistance of Westinghouse Corporation, has initiated an inventory program to identify and verify that all internal wiring is configured for its proper application of process control. This program will determine the corrective actions necessary to resolve this potential significant deficiency.

The Millstone Unit No. 3 Senior Resident Inspector, Mr. T. Rebelowski, was notified on October 22, 1984 that this report would be submitted on this date.

We will provide you with an update on this matter by January 15, 1985.
