In response to your February 13, 1985, letter, we wish to express our appreciat ion for the added attention by NRR in attempting to streamline the appeal process. We trust that additional delays to the licensing schedule as a result of backfits will not occur and that your de s ire to accelerate licensing as expressed to our manegement on June 7,1983, will be fulf illed.
We believe that ef fective implementation of the NRC backfit procedur e pr o-vides the opportunity for NRR and DLC to demonstrate that plants which do not ccupromise safety can be cons truc t ed and licens ed in today's regula to ry environment with a minimum of regulatory imposed changes and without s ign if i-cant licensing delays related to those changes.
