Vermont Yankee implementation of the EPRI Performance Prediction Method The purpose of this letter is to inform the NRC of Vermont Yankee's implementation plans for two issues discussed at the recent motor-operated valve (MOV) program inspection exit meeting related to final closure of our MOV program. The two issues are evaluation of non-dynamically j
tested MOVs and implementation of the Electric Power Research Institute (EPRI) Performance j
Prediction Method (PPM) for evaluating MOVs.
1 Vermont Yankee will complete evaluation of non-dynamically tested MOVs in accordance with attachment 6 of Vermont Yankee's " Engineering Guideline for Evaluation of Motor-Operated Valve Design Basis Capability" by July 1,1996.
Vermont Yankee is currently reviewing the Safety Evaluation Report for the EPRI PPM issued on March 15,1996 for inclusion in our MOV program. This review will be completed within 6 j
months ofissuance of the SER.
Vermont Yankee will evaluate a number of MOVs using the EPRI PPM. In selecting the valves to be evaluated, Vermont Yankee considered valves identified by the Individual Plant Examination (IPE) as having a risk significance of "high" and the valves identified in Generic Letter 89-10, Supplement #3. Of the nineteen applicable IPE valves, fifteen will be dynamically tested by the end of 1996 and therefore need not be evaluated. Of the four remaining valves, two have i
considerable margin on the lowest setting and are therefore inappropriate for either dynamic
' testing or PPM evaluation. Therefore, two IPE valves (V13 21 and V23-21) and the six valves identified in Generic Letter 89-10, Supplement #3 will be evaluated using the PPM.
Vermont Yankee plans to complete the evaluations of these eight MOVs by the end of 1996.

As the NRC requested at the MOV program inspection exit meeting, we will submit an updated MOV program closure letter on or before May 10,1996.
