North Atlantic Energy Service Corporation (North Atlantic) has implemented, pursuant to 10 CFR 50.54 (p)(2), Revision 20 to the Seabrook Station Physical Security Plan and Revision 8 to the Safeguards Contingency Plan. North Atlantic has determined that this revision does not decrease the effectiveness of the Physical Security Plan. Enclosures I and 2 contain the revisions to the above plans.

previously submitted to the NRC on February 24,1995' The description of this design change is being provided in accordance with the guidance provided in NRC Inspection Manual (TI) 2515/132, paragraph 06.01, a.-

The design change describes a 20-foot section of anchored Jersey barriers (2-JB/A) that was modified to be removable. A schematic drawing of the modification and vehicle barrier layout are provided in Enclosure 3.

l The enclosures to this letter contain Safeguards information and as such should be withheld from public l

disclosure in accordance with 10 CFR 73.21. This cover letter does not contain Safeguards information and reverts to unclassified when separated from the enclosure.
