On Dec emb er 19, 1984, the Long Island newspaper, NEWSDAY, reported that Long Island Lighting Company (LILCO or Company) had i

begun to load fuel into the Shoreham reactor-core.

LILCO d ec lin ed to comment as to the accuracy of this report.

This information was confirmed as a result of telephone conversations between my s taf f.and NRC pers'onnel at your i

regional office in King of Prussia, Pennsylvania.

Kelly, Project Eng in e e r, explained that LILCO had installed n e u t r'o n sources earlier this week and had today placed fuel load j

chambers within the reac tor.

We were f urther advised that the j

Company may begin to load fuel'into the reactor it self tonight.

i The Consumer Protection Board (CPB or Board) contends that it is the C o m p a n y 's responsibility to advise the residents of Long Is land,, on a r egu la r b as is, of the status of fuel loading.

ll We f a il t o un d e r s t a n d t h e b a s i s f o r L.I LC Q 's a p pa r'e n t r e f u s a l t o provide this necessary information to the pub lic.

This Company policy should be of concern to the NRC.

LILCO is currently seeking NRC approval of its proposal to implement a

.i Shoreham evacuation plan for Long Island.

If LILCO will not informati' n regarding the status of fuel loading to provide basic o

l; the residents of Long Island, one cannot expect Long Islanders to l

have any confidence in the C o mp an y 's ability to instill the li necessary level of trust and cooperation to assure the. safe evacuation of Long Island in the event of an accident.
