VOGTLE ELECTRIC GENERATING PLANT NUCLEAR SECURITY TRAINING AND OUALIFICATION PLAN- REVISION NO.10 In accordance with the requirements of 10 CFR 50.4 and 50.54 (p), Georgia Power Company (GPC) hereby submits three copies of Revision 10 to the Vogtle Electric Generating Plant Nuclear Security Training and Qualification Plan (VEGP TQP). By copy of this letter, two copies of the change are also being provided to the NRC Region II office.

Each modification of the TQP in Revision 10 is marked with revision bars and describes the training requirements of the non-security personnel watchperson(s). This position was added and procedures updated last year in accordance to 10 CFR 50.54 (p) requirements of Amendment 28 of VEGP Physical Security and Contingency Plan. This amendment was submitted to the NRC by letter LCV-0631 on August 8,1995, and acknowledgment and concurrence of this change as meeting the requirements of 10 CFR 50.54 (p) was documented by NRC letter December 12,1995. This change to the TQP adding the

. watchperson(s) training criteria was approved by VEGP management for use on October 19,1995. Training will be completed during June 1996.

Enclosed is the justification for the change, insertion instructions, and applicable Revision 10 pages. Please contact this office if you have any questions.

JUSTIFICATION FOR CHANGES c

Changes: Section 4.1, " Initial Training and Qualification"; Section 4.2, ,

"Requalification"; and Section 4.3, " Performance Deficiencies" -

This change adds the expectations and requirements of non-security watchperson(s) for initial training, requalification and actions taken for l performance deficiencies.

Justification: Job performance expectations for the watchperson(s) are the same as other personnel in the Security organization. ,

l Change: Annex l-2," Training and Duty Summary". This change adds the specific ,

responsibility to train the non-security watchperson(s) on the site security organization and communications tasks.

Justification: This individual only performs specific pre-planned compensatory measures  ;

and therefore only need to be trained in those applicable areas. The watchperson(s) does not perform an active response function. j l
