April 27, 2020 Ms. Camille Zozula, Manager Infrastructure & Facilities Licensing Westinghouse Electric Company 1000 Westinghouse Drive Building 1, Suite 165 Cranberry Township, PA 16066

SUBJECT:

WESTINGHOUSE ELECTRIC COMPANY QUALITY MANAGEMENT SYSTEM MANAGEMENT PROCEDURE WESTINGHOUSE QUALITY MANAGEMENT SYSTEM DOCUMENT INSTRUCTIONS W2-1.3-101.W01

Dear Ms. Zozula:

By letter LTR-NRC-20-14 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML20087J933) dated March 27, 2020, Westinghouse Electric Company LLC (Westinghouse) submitted Quality Management System (QMS) procedure, Westinghouse Quality Management System Document Instructions W2-1.3-101.W01 (hereafter referred to as W2-1.3-101.W01) to supplement the U.S. Nuclear Regulatory Commission (NRC) final safety evaluation (ADAMS Accession No. ML19246A022). The NRC has completed its review of the WEC W2-1.3-101.W01, Revision 1, for the adequacy of controlling changes made to the Westinghouse QMS.

The NRC staff determined that WEC W2-1.3-101.W01 provides appropriate instructions for the governance of the QMS in accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.4, Written communications. It is the NRCs expectation that Westinghouses QMS documents and captures (by reference LTR-NRC-20-14) the quality assurance (QA) controls and methodology of evaluating QA Topical Report (QATR) changes to satisfy the QA requirements of Appendix B to 10 CFR Part 50 and QATR change notification requirements of 10 CFR 50.4. Based on the review of the submittal, the NRC staff finds that W2-1.3-101.W01, Revision 1, meets regulatory requirements and is acceptable.

C. Zozula Please contact Ekaterina Lenning of my staff at (301) 415-3151 if you have any questions on this subject.

Sincerely,

/RA/
